General Hazardous waste Transport Records & reporting
Art. 7: whoever produces or holds waste must make sure it is handled safely and passed only to someone entitled to collect, transport or treat it. Art. 7(7): vehicles carrying hazardous waste need an admission certificate. Art. 18(5) and 26: collecting and transporting waste requires registration. Art. 19: hazardous waste must not be mixed with other waste. Art. 24: treating waste requires a permit. Art. 29: duty to keep waste records and report. Art. 40¹: a transport form must travel with hazardous waste. Our research found a 1,000 GEL fine for breaches (check the current text).

Waste list and classification
General Hazardous waste
Every waste type has a 6-digit code. An asterisk (*) means hazardous. Examples: 13 02 05* mineral engine oil; 16 06 01* lead-acid batteries; 16 01 03 end-of-life tyres.

Records & reporting General
Companies keep waste records and report them in WMS. Annual report forms are set by Order No. 2-11; the deadline is 1 March.

Hazardous waste collection, treatment and the transport form
Hazardous waste Transport
Every hazardous waste shipment travels with a transport form (Annex II, 14 fields). Waste must be properly packed and labelled.

Technical regulation on waste oils
Oils Hazardous waste
Used oil must not be dumped or mixed; it goes to an authorised collector. Extended producer responsibility: oil importers and producers fund collection through EPR organisations. Art. 16: keeping records of waste oil.

Technical regulation on waste tyres
Tyres
Tyre importers and producers have collection duties (EPR). Used tyres should go into the collection system, not to landfill.

Technical regulation on waste batteries and accumulators
Batteries Hazardous waste
Lead-acid batteries are hazardous waste (16 06 01*). Importers and producers have collection duties (EPR).
AutoLoop: Batteries stay in the legal chain instead of the black market.
Extended producer responsibility (EPR) organisations
They organise collection for importers and producers. AutoLoop brings garage waste to them; it does not replace them.

The WMS system
Waste records are kept in the Ministry's electronic system (wms.mepa.gov.ge). One record has four tabs (sender, waste, carrier, recipient); the carrier and recipient confirm it, and a sent record cannot be edited or deleted.
